Four months after the September 11 terrorist attacks in the U.S.,
President Bush announced he wants to devote nearly $38 billion to
preparing for and preventing domestic terror attacks, with special
emphasis on bolstering the "first responders" police, firefighters
and emergency medical teams.
In a speech to mayors, Mr. Bush proposed $37.7 billion for homeland
security in his fiscal 2003 budget plan, with $3.5 billion
"a 1,000 percent increase," he said going to state and local
emergency responders. The overall domestic security budget would
almost double from $19.5 billion.
